Unveiling the GRA-SML Deal: Allegations of Corruption and Political Intrigue

In a recent revelation that has sent shockwaves through Ghana's political landscape, finance and economic policy analyst Senyi Hosi has shed light on the alleged underhanded dealings surrounding the revenue assurance contract between the Ghana Revenue Authority (GRA) and Strategic Mobilisation Ghana Limited (SML).

Hosi, who claims to have been originally contracted to work on the project before the SML-GRA deal was signed, has provided a detailed account of the events that unfolded. He asserts that the Economic Management Team (EMT) of the former government, led by President Nana Addo Dankwa Akufo-Addo, had agreed to his involvement in the revenue assurance work. However, this decision was later overturned by Ken Ofori-Atta, the then-Finance Minister, who was reportedly absent due to illness at the time.

"All of a sudden, Evans Adusei and his associates stepped in. It began with Ofori-Atta, who was unwell and absent from the EMT. The DMD had directed that we address this issue promptly. But Ofori-Atta sent a message to my partner, stating, 'no, no, no.' Suddenly, Ammishaddai's role was reassigned. Bawumia had given his directive, and Ofori-Atta canceled it without consulting the EMT," Hosi recounted.

Hosi's allegations suggest that the work performed by SML using the software was entirely fabricated. He claims that all individuals implicated in the ongoing Office of the Special Prosecutor (OSP) investigation were aware of the improper nature of the contract.

"No comparative analysis was conducted. The data was not utilized for any purpose... They never employed that system for analysis. They never attempted to interpret even the existing data, and yet, they were paid 24 million. Ammishaddai, Akori, and Soti all knew that contract was invalid. These individuals operate in their own circles, and we are dealing with a situation of absolute loot," Hosi stated.

The OSP has taken formal action, filing charges against eight individuals, including former Finance Minister Ken Ofori-Atta, for 78 counts of corruption and corruption-related offenses. The charges include conspiracy to directly or indirectly influence the procurement process, aiming to obtain an unfair advantage in contract awards.

The OSP's charges, filed on November 18, 2025, violate sections 23(1) of the Criminal Offences Act, 1960 (Act 29), and section 92(2)(b) of the Public Procurement Act, 2003 (Act 663).

The other seven individuals charged are: Ernest Darko Akore, former Chef de Cabinet to the Minister of Finance; Emmanuel Kofi Nti, former Commissioner-General of the GRA; Rev Dr Ammishaddai Owusu-Amoah, former Commissioner-General of the GRA; Isaac Crentsil, former Commissioner of the Customs Division of the GRA and General Manager of SML; Kwadwo Damoah, former Commissioner of the Customs Division of the GRA and current Member of Parliament for Jaman South; Evans Adusei; and Strategic Mobilisation Ghana Limited (SML).

SML has taken a step further by petitioning the Commission on Human Rights and Administrative Justice (CHRAJ) to investigate the Office of the Special Prosecutor, adding another layer of complexity to this unfolding scandal.
