The European Union has sealed a highly contentious trade deal with Mercosur, a bloc of South American nations, marking a significant shift in global trade dynamics. This agreement, which has been 25 years in the making, has sparked intense debate and divided opinions within the EU itself. But here's where it gets controversial: while some see it as a triumph for fair trade and long-term partnerships, others fear it could expose European farmers to unfair competition from Latin America.
The deal, celebrated by EU chief Ursula von der Leyen as a choice of "fair trade over tariffs," aims to create a free-trade zone encompassing roughly 700 million people. It promises to gradually eliminate about 90% of tariffs across industrial, services, and agricultural sectors, with the European Commission estimating EU companies could save over €4 billion annually in customs duties. Mercosur countries have also pledged to open their public-procurement markets to European firms on equal terms.
One of the deal's key features is the recognition of 344 "geographical indications," which protect European products from imitation. It also aims to secure supplies of critical minerals, reducing the EU's dependence on China. However, the agreement has crystallized divisions within the bloc, with supporters led by Germany and Spain emphasizing the need for new trade ties as the US closes its market and China pursues an increasingly aggressive trade policy. Opponents, spearheaded by France, argue that the deal threatens European farmers by exposing them to unfair competition from Latin American imports.
Despite opposition, the deal was signed after France secured a safeguard clause allowing tariffs to be reintroduced if imports from Mercosur rise by more than 5% in sensitive sectors. The ball is now in the European Parliament's court, where ratification requires lawmakers' consent. MEPs remain split largely along national lines, even as supporters hope backing from EU governments will sway undecided colleagues. Opponents are set to test that support as early as next week, when lawmakers vote on a resolution calling for the agreement to be challenged before the EU's top court.
The deal's impact on EU exports to Mercosur countries is expected to be significant, with exports rising 39% (€48.7 billion) by 2040, according to Commission estimates. However, as French President Emmanuel Macron noted, "the signing of the agreement does not mark the end of the story." The European Parliament's decision will ultimately determine the fate of this contentious trade deal, and the debate is far from over.
